Abstract

|
목적 : 건설업 근로자는 소음, 먼지, 화학 물질 등 많은 유해물질들을 다루고 있다. 이에 본 연구에서는 건설업에 보건관리자를 선임함에 따른 비용-편익 분석을 실시함으로써 건설업 보건관리자 선임의 필요성을 검토하고자 한다.
방법 : 2011년을 기준연도로 하여 건설업 근로자 300명 이상 사업장 1,425개에 대하여 보건관리자 선임 비용과 활동에 대한 편익을 산정하기 위하여 기존 자료를 수집하고, 기존에 수행되었던 연구 데이터와 국가 데이터를 분석하였다.
결과: 상시 근로자 300명 이상 건설업 사업장에서 보건관리자를 선임하였을 때 비용은 총 99,920,070,900원이었으며, 총 편익은 324,807,182,625원으로 나타났다. 건설업 보건관리자 선임은 비용보다 편익이 224,887,111,725원 더 많은 것으로 산출되었으며, 편익/비용 비는 3.25이었다.
결론: 이러한 연구 결과는 건설업에서 관련 법령 개정에 따른 경제성 평가로 사업장에서 건설업 보건관리자를 선임을 적극적으로 유도하기 위한 근거자료를 제시하였다.

Purpose: The construction worker has diverse harmful factors such as noise, dust, and dealing with chemicals. Therefore this research aimed to examine the necessity of appointing a health manager in the construction industry by examining the cost-benefit analysis when the construction industry appoints a health manager.
Methods: In order to calculate the healthcare staff employment cost and the benefits from their activities in 1,425 construction companies with the staff of 300 or more people during 2011, this study analyzed existing data and existing research data, as well as national data.
Results: Total annual costs were 99,920,070,900 won and total annual benefits were 324,807,182,625 won. Benefits were found to be 224,887,111,725 won exceeding costs. Benefit/cost ratio resulting from appointing a health manager in the construction industry workplaces was 3.25 times.
Conclusion: The findings of this research can be used as the base data to make rational decision to positively encourage the employment of healthcare staff in construction companies pursuant to relevant laws.
